Definition
A Non-Compliant Application is a target application that cannot readily support the preferred modern IAM model, whether because it lacks protocol compatibility, cannot expose the right lifecycle hooks, or requires too much local exception handling. These applications are the hardest to govern and should be challenged rather than automatically normalized.
